The heavyweight shipping carbon emission regulations have officially come into effect!

On January 1st, the newly introduced carbon intensity regulation by the European Union, FuelEU Maritime, officially came into effect, forcing the European shipping industry to make difficult choices in terms of fuel efficiency and low-carbon propulsion systems. Compliance options include paying higher taxes, reducing fuel consumption, or switching to low emission fuels.

To help achieve the shipping emission reduction target, the EU has set gradually increasing emission fees for ships over 5000 gross tons, calculated based on the amount of transportation per ton. This fee mechanism is part of the EU's broader plan to reduce shipping greenhouse gas intensity by 80% from 2020 levels by 2050.

This regulation requires shipowners to record and report the greenhouse gas intensity throughout the entire lifecycle of each vessel's operation. Any excess over emission limits will result in a fine of 2400 euros per ton of VLFSO energy equivalent, which is approximately three times the price of marine fuel. If non-compliance persists for multiple years, the fine amount will further increase.

To avoid these high costs, ship operators can allocate emissions between multiple vessels, allowing one low-carbon vessel to 'offset debts' for multiple high emission old vessels. Shipowners can also advance compliance quotas for future years to reduce costs, but the difference needs to be made up later.

The ultimate choice is to directly comply with FuelEU's strength targets, by improving ship efficiency, increasing wind propulsion systems, or switching to green fuels. The goal for this year is to reduce emissions by 2%, and gradually tighten every five years until achieving an 80% reduction in emissions by 205.

FuelEU Maritime is a unique regulation in Europe, and many European ship owners believe that if it only exists as a regional requirement, it will make them lose competitiveness in the global market. The Danish Shipping Association, representing operators such as Maersk, Torm, and Stena, supports this new regulation but emphasizes the need for global climate regulations in the shipping industry.

Nina Porst, Environmental Director of the Danish Shipping Association, said, 'I hope FuelEU Maritime can drive the demand and production of green fuels in the shipping industry. Currently, the lack of competitively priced green fuels is the biggest challenge for the green transformation of shipping. Although the EU's regulation of shipping emissions is undoubtedly the right step towards climate neutrality, EU countries should also promote the development of international rules within the International Maritime Organization to ensure that they are applicable no matter where ships operate
